The American Recovery and Reinvestment Act of 2009 instituted incentive programs that will provide payments to eligible professionals, hospitals and critical access hospitals as they implement or demonstrate "meaningful use" of certified EHR technology. "Simply put, ‘meaningful use' means providers need to show they're using certified EHR technology in ways that can be measured significantly in quality and in quantity," according to the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services.
